What Online Safety standards do Ofsted and the DfE require schools to meet?


With digital risks evolving as fast as technology itself, online safety is no longer a box-ticking exercise - it’s a cornerstone of safeguarding and whole-school culture. Ofsted and the Department for Education (DfE) expect schools to move beyond reactive measures and embed online safety within their ethos, policies and practice. 

🔍 What Ofsted looks for
Ofsted doesn’t inspect online safety in isolation - it evaluates how it’s interwoven into safeguarding and leadership. Inspectors want to see:
  • Strategic Oversight: Leaders must understand the risks pupils face online and take appropriate steps to mitigate them.
  • Curriculum Integration: Online safety should feature across computing, PSHE, and broader pastoral programmes - not just during Safer Internet Week.
  • Staff Training: Teachers and support staff should be confident spotting signs of online harm, including cyberbullying, grooming, and exposure to harmful content.
  • Pupil Empowerment: Inspectors value a student body that can articulate how to stay safe online and navigate digital risks independently.

🏛️ What the DfE Requires

Under Keeping Children Safe in Education (KCSiE) and the Education Act 2002, schools have a statutory duty to safeguard children, which includes online environments. Current DfE guidance expects:
  • Robust Filtering and Monitoring Systems: These must protect pupils without overblocking valuable educational content.
  • Clear Reporting Mechanisms: Pupils should know how to report issues and trust that they will be taken seriously.
  • Parental Engagement: Parents should be informed and involved through workshops, newsletters, and access to school policies.
  • Policy Coherence: Online safety must be consistently reflected across safeguarding, behaviour, and IT policies.

Keeping Children Safe in Education (KCSiE)
The guidance continues to emphasise:
✅ Staff Training (para 81): All staff must receive safeguarding and child protection training—including online safety—at induction, with regular updates. This training should align with advice from the three local safeguarding partners.
📚 Opportunities to Teach Safeguarding (para 85): Schools must ensure children are taught about safeguarding, including online safety, as part of a broad and balanced curriculum.
🧩 Annex C: Online safety training must be integrated and aligned with the wider safeguarding strategy. It’s not a standalone checkbox - it’s part of a whole-school approach.
The 2025 version also includes updates around misinformation, disinformation, and conspiracy theories as part of the online safety curriculum, reinforcing the need for staff to be equipped to address emerging digital risks.

💡 Conduct regular risk assessments tied to emerging technologies, AI tools and social media trends.
👥 Create student-led digital leadership groups to co-design safer online experiences.
📊 Use pupil voice surveys to evaluate understanding and confidence around online safety.

Online safety is as much about fostering resilience as it is about protection. Schools are expected to prepare pupils for a digital world, not shield them from it entirely. When embedded thoughtfully, online safety education empowers young people to become responsible, ethical digital citizens.
